Maryland Thoroughbred Racetrack Operating Authority
NOTE: Chapter 111, Laws of Maryland 2023, established the Maryland Thoroughbred Racetrack Operating Authority (MTROA) as a public instrumentality of the State to maintain Maryland as a best-in-class thoroughbred horse racing venue. We conducted a fiscal compliance audit of MTROA for the period beginning June 1, 2023 and ending June 30, 2025, the effective date of the law that terminated MTROA. The 2025 Maryland Budget Reconciliation and Financing Act dissolved MTROA effective June 30, 2025 and designated the Maryland Economic Development Corporation and the Maryland Stadium Authority (MSA) as MTROA’s successors.
